During the period of the emergency situation declared by the Don authorities on June 4, more than 109 thousand people arrived in the region. residents of Ukraine. 61 thousand of them remained in Russia, including in the Rostov region. Today, in 47 municipalities of the region, 5316 people have been accepted and accommodated, of which 2132 are children and 34 are disabled. More than 1,6 thousand specialists and about 600 pieces of equipment were involved in the provision of housing for Ukrainian citizens. The Commissioner for Children's Rights under the President of the Russian Federation, Pavel Astakhov, reported on Saturday that over the past 13,5 hours, 4 thousand people actually entered the Rostov region alone. At the same time, he clarified, during the same period, a little more than XNUMX thousand returned to Ukraine.

However, FMS officials have been refusing to process refugee status under various pretexts since the end of March. Refugees, satisfied with the conditions of their detention in temporary accommodation centers, cannot understand why the issues with the official papers promised to them are not resolved.

Officials are releasing data on a very modest number of refugees wishing to quickly obtain grounds for official stay in Russia. The Rostov Federal Migration Service claims that only seven Ukrainian refugees wanted to acquire this status de jure, and only 110 people applied for temporary asylum. The authorities of the Voronezh region claim that the residents of the Lugansk region, who are now fleeing the war, are mostly allegedly not asking for Russian citizenship, or even recognition as refugees. And this despite the fact that the head of the Federal Migration Service, Konstantin Romodanovsky, has repeatedly stated over the past week that more than 5 thousand citizens of Ukraine have already submitted appropriate appeals to the Russian authorities.

In addition, Romodanovsky announced a sharp increase in information requested from the FMS on how one can stay in our country for more than 90 days, after which a foreigner will need to leave and wait six months to re-enter the Russian Federation. No one has yet proposed canceling this rule for residents of south-eastern Ukraine.

Back in mid-March, the State Duma proposed giving the Federal Migration Service the right to apply a special simplified procedure for recognizing as refugees citizens of Ukraine “who are leaving the country of their citizenship as a result of the extraordinary situation that has developed in Ukraine, which poses a threat to their lives.” The government initially reacted favorably to the initiative, but then, after waiting two months, it sent a negative opinion on the document. A negative response signed by Deputy Prime Minister Sergei Prikhodko came to the State Duma on May 23, when the fighting had been going on for more than a month.
