Let us recall that the government intended to develop the Crimean Federal Target Program before July 1. After yesterday's meeting, the deadlines were shifted forward by half a month. Medvedev did not hide the fact that such executive discipline does not suit him. The Prime Minister demonstrated his dissatisfaction with the example of another Crimean order - to develop a draft federal law on a special economic zone in Crimea by May 25. The text of the law, which provides for significant tax benefits, including federal taxes, as well as social payments, was sent by the Ministry of Economy to the White House. But the government apparatus does not consider the text agreed upon: some departments presented their tables of disagreements with the draft. At the same time, 12 departments and the administration of Sevastopol avoided the discussion altogether. The list of departments that did not submit their comments on the text on time is headed by the Ministry of Finance, the main opponent of tax breaks.

Medvedev yesterday refused to consider the order fulfilled and instructed Dmitry Kozak to make proposals on the responsibility of the people who prepared the project. According to the Prime Minister, in order to implement all plans in Crimea, it is necessary to “create the necessary conditions for economic activity.” “The working conditions here should, in all likelihood, differ from those in other parts of the country due to the additional reduction of administrative and customs barriers and the creation of the most favorable investment climate.”

The deadline for finalizing the project is August 1. And the results of yesterday’s meeting could have a significant impact on the entire budget preparation process - until recently, the head of the Ministry of Finance, Anton Siluanov, explained the need to maintain a strict budget policy, maintain the budget rule, and increase taxes by the need to increase expenses in connection with the annexation of Crimea. Yesterday his arguments were returned to the Ministry of Finance - it was proposed to implement them.

Costs for Crimea may rise. “Some objects should be implemented during 2015-2017,” explained Deputy Prime Minister Dmitry Kozak.
