The State Duma of the Russian Federation voted today in the first reading for changes to the law on citizenship, providing for the simplification of this procedure, a PolitNavigator correspondent reports.
As Deputy Minister of Internal Affairs Igor Zubov explained, the bill specifies the powers of the president to determine the categories of foreign citizens and stateless persons who have the right to be granted Russian citizenship in a simplified manner.
“We believe that this norm will help resolve the situation where the provision of Russian citizenship in a simplified manner is a justified and vital measure to provide assistance and assistance to foreign citizens and stateless persons who arrived in Russia from countries where they were persecuted by the authorities for political and other reasons. motives, where coups d'etat occurred, armed conflicts or other emergency situations took place,” Zubov said.
This approach caused sharp criticism from a number of deputies.
“The government offers a very simple solution: let the president decide all issues. In order for this bill to really play its role, by the second reading we must know what exactly is going to be included in the draft presidential decrees that relate to categories entitled to simplified granting of citizenship. Thousands, millions of people abroad and within the country are waiting for an answer to this question. Simply saying that this is being decided at a high level will not be enough,” said First Deputy Chairman of the Committee on CIS Affairs Konstantin Zatulin.
He emphasized that the proposed bill is not a panacea; it is necessary to adopt other laws that are already registered in the State Duma as soon as possible.
He was supported by his colleague from the A Just Russia faction Oleg Nilov.
“Four years have passed. How many destinies have already been broken. Instead of introducing a bill of direct effect, the government shifts responsibility to the president. Is it possible that the president, even without this law of ours, will not be able to resolve the issue with his decrees? It seems to me that this does not require such trips through the State Duma and three readings. Some kind of caution and fear of being responsible for the consequences,” Nilov said.
