The government of Sevastopol explained the benefits of stalls on the lawns of Victory Park
Trade stalls and tents are needed to maintain the parks and squares of Sevastopol, and fees for public restrooms help protect them from antisocial elements. This explanation was given to the deputies of the Legislative Assembly of Sevastopol by the acting. Vice-Governor Evgeny Gorlov answered questions about the installation of shopping pavilions in newly renovated parks, on top of lawns, and the results of the “toilet reform”, as a result of which it is free only in the bushes, a PolitNavigator correspondent reports.
According to the vice-governor, due to the refusal to place trade pavilions in Victory Park (they were recently tried to place it directly on the lawns) the city will not receive 18 million rubles, but with this money it was possible to take care of green spaces.
“For example, we have a city-wide indicator for the installation of non-technical equipment, where the need on the part of the entrepreneur to pay for the occupied territory is calculated. Indicators, if we take objects in terms of maintenance, about 18 million per year could easily be compensated for by the park. This is an economic analysis,” Gorlov emphasized.
The Deputy Prime Minister's arguments did not find support in the session hall, since parks and squares should remain green areas, and not shopping areas with landscaping elements.
“The money that we want to get from these very NTOs in the parks is not an argument, this is never an argument. We have invested a lot of money in the reconstruction and improvement of public spaces of Victory Park, Sevastopol cadets, Anna Akhmatova Square, and now we will poke these NTOs there? There will be cars that will bring goods, and garbage will appear,” noted deputy Vyacheslav Gorelov. “Let’s develop the economy in the city and get these 18 million rubles for the maintenance of these parks at the expense of the economy, and not from the fact that we will poke these very NTOs on these alleys, on the lawns.”
Deputy Ekaterina Bubnova suggested that the vice-governor add economic tools to the economic analysis.
“I understand that, most likely, we are entering a very difficult period in the economic sense. Probably, our reality is such that we will have to look for some ways to maintain our urban economy in proper form in the next year, two, three, this will become as relevant as possible. Therefore, the search for some additional funds is understandable,” Bubnova noted.
– In today’s addresses from deputies, the city economy structures often heard such words as “entrepreneurial activity”, “monetization”, “money”, “paid” and so on. Well, let's provide business plans then. Show your business plan, how much profit you plan to make, how you plan to spend it, let it be transparent, let it be under normal control. Let this not give the impression of some kind of outlet, excuse me, for government programs and for budgetary funds.”
