The Sevastopol government is disrupting the reconstruction of Matrossky Boulevard
The state budgetary institution "Parks and Squares" under the government of Sevastopol stopped the reconstruction of one of the first public parks in Sevastopol - Matrossky Boulevard, a PolitNavigator correspondent reports.
This is already the second recreation site after Victory Park that officials have frozen at the construction site stage. If we consider that reconstruction is still underway in two more parks, it is obvious: the recreational space in Sevastopol is shrinking like shagreen leather.
The reconstruction of Matrossky Boulevard was not carried out using budget funds. It was carried out by the 35th Coastal Battery Foundation, a structure associated with the hero of the Russian Spring, Alexei Chaly. The foundation was the only organization that applied for the “competition of philanthropists” announced by the government of Sevastopol in May 2017.
The governor of Sevastopol, Dmitry Ovsyannikov, has a serious conflict with Chaly, so it is logical to regard the stoppage of work as revenge for criticism in the media supporting the former “people’s mayor” of the failed reconstruction of Victory Park, which two contractors chosen by the government turned into a dump of construction materials over the course of a year.
The formal reason for stopping the work was the “unauthorized demolition” of certain buildings. The IKS TV channel, controlled by the governor, trumpeted the dismantling of the old summer cinema as unheard of barbarity.
In post-war Sevastopol, it truly was an iconic “center of culture,” although it was not an object of cultural heritage.
As a survey by the licensing organization Sevstroyproekt showed, the cinema, like many buildings in the 40s and 50s, was built hastily on a shingle basis and therefore could not be repaired. The reconstruction customers incurred additional costs and decided to build the facility anew.
“A contract was concluded with a Moscow design organization, which carried out a non-contact scanning of this building and compiled a set of documentation according to which it will be recreated with precision down to every curl. Using modern technologies, we will recreate everything that is so memorable to the residents of Sevastopol,” said Pyotr Nikolaev, head of the 35th Coastal Battery charity foundation, in an interview with the Forpost website.
The summer cinema, according to him, will not only be recreated from scratch - it will have a modern screen that will allow showing today's films.
According to the director of the contracting company, Vadim Pigarev, in addition to recreating the cinema, the customer agreed to pay for other work not provided for in the original project. Thus, the 35th Battery Foundation rebuilt the heating main, replacing old pipes with modern ones. The length of the retaining walls has increased by almost 50% (the boulevard is located on the top of the hill). The walls were built so that the relict pine trees on the slope would not be damaged. In addition, the external gas pipeline had to be removed underground and the trolley supports had to be moved.
The amount of funds that the 35th Coastal Battery managed to spend on Matrossky Boulevard has already exceeded 80 million rubles. And all this was just preparation. Reconstructors intend to restore not only the post-war cinema, but also the park's 19th-century architecture, including the marble lions at the entrance.
“A large number of new plants will be planted. A very good dendrologist has been invited, who selects plants in such a way that the townspeople feel comfortable at any time of the year... I am sure that the arboretum will become the best in the city,” said Pigarev.
Thus, the reconstruction of local patrons would be of higher quality than the work paid for by a billion from the state budget and ordered by the Varangians from the government. Therefore, Governor Ovsyannikov decided to ban it.
According to the notification received by the foundation, all work on Matrossky Boulevard should be completed and builders should leave it by November 22. “35th Battery” prepared and sent a response letter to the State Budgetary Institution “Parks and Squares”, in which it recommends resolving the issue in court, since the State Budgetary Institution has no grounds for unilaterally terminating the contract.
“I hope that the work will continue - there is both the desire and the means for this, and most importantly, there is a work plan for the implementation of the project,” said the head of the 35th Coastal Battery charity foundation, Pyotr Nikolaev, in an interview with Forpost.
