The government of Sevastopol was inundated with comments on the draft city development rules
The result of public discussions on the rules of land use and development of Sevastopol was more than 8 thousand comments and suggestions. The government of Sevastopol will have to work with them until October, when the project reaches the approval stage, a PolitNavigator correspondent reports.
This week the government commission will begin to consider all initiatives submitted by citizens. Most of them relate to changes in the types of permitted use of land. In some, the owners of plots in SNT are asking to change gardening to a zone of individual residential development, in others, on the contrary, from residential to a zone of recreational and resort facilities.
“Regarding SNT, we agreed: for each request, we need to make a commission visit and look into the possibility of changing the status from the point of view of at least minimal tasks related to the standard width of roads, driveways, and so on. It is clear that there are requests that cannot be satisfied. But for others, especially collective ones, it is necessary to explain to people why this or that decision is being made, and to do this before the commission’s decision is published: by visiting or inviting authorized persons to a meeting of the commission,” Governor Mikhail Razvozhaev emphasized.
Proposals to change the territorial zones came from residents of houses falling within the boundaries of defense lands or forested areas. There are requests to reduce sanitary protection zones near industrial facilities, or, on the contrary, to move them further away from residential areas.
Residents of the village of Vishnevoye asked to completely exclude the landslide zone near their houses from the document, and the Sevprirodnadzor commission that went to the site did not really find any signs of the presence or development of ground shifts.
“A protocol, including all received proposals and comments, was drawn up by the department; the proposals in the protocol are systematized according to subject and territorial principles. The commission for the preparation of land use and development rules, the composition of which will be expanded, will begin work this week. Members of the commission will consider all proposals and draw up a conclusion on the results of public hearings with recommendations for each proposal and comment,” assured Maxim Zhukalov, director of the department of architecture and urban planning of the government of Sevastopol.
The commission will send a conclusion based on the results of the hearings with reasoned conclusions on each proposal to the project developer for amendments, and then to the Russian Ministry of Culture for approval.
