The US government is starting a war with Russia on social networks

Its task is “to counter disinformation in the Russian media sphere through various social media platforms (in particular, Facebook, Twitter, VKontakte and Odnoklassniki).” The creation of a cyber headquarters in Prague is mentioned in the application of the American government organization the Broadcasting Board of Governors (BBG) for the next fiscal year. The application was submitted on behalf of the President of the United States.

BBG brings together Radio Free Europe/Radio Liberty (RFE/RL), Voice of America (VOA) and other US public media channels; The BBG's statutory purpose is to disseminate information "in countries where there is a lack of independent media." In the 160-page BBG application, an entire section is devoted to Russia (“Countering Revanchist Russia”).
After the annexation of Crimea to Russia, RFE/RL increased the volume of Russian-language content, and to further increase coverage it will create DIGIM. The list of social networks in which the work will be carried out includes Odnoklassniki, whose users most actively defend Russia’s official position on many issues. BBG materials say that in addition to fighting in classic social networks, the new team will use the WhatsApp messenger “as a mobile platform with push messages to attract a new audience.”
As part of the new US representation in Russian social networks, a video project “Footage vs Footage” is planned. This daily product will expose “Russian television propaganda.” The producer of Footage vs Footage must keep track of the main news of the day and how they are covered by Russian and foreign media.
Another project is being implemented through DIGIM - a YouTube channel and the Rus2Web website, “this is a “digital samizdat”, a platform for Russian journalists and filmmakers, whose work is now “blocked by the Kremlin.”
BBG names several programs as the main initiatives in the Russian-language space: “Donbass Reality” - a weekly 30-minute program about events in Donbass, broadcast on the Ukrainian “Donbass-TV”; “Crimean Reality” is a weekly 20-minute program about the development of the “peninsula annexed by Russia”, the program is shown by the Ukrainian channel “24”.
BBG persistently tries to push the American position onto Russian television channels, choosing, as a rule, opposition television channels and news resources for partnership. "Voice of America and liberal RBC-TV plan to expand the airtime of jointly produced content to 60 minutes per week using [Voice of America] studios and journalistic resources in Washington and New York," BBG said in its materials. Among the partners of Voice of America, BBG materials indicated the resource Grani.ru and the Dozhd TV channel.
Google will receive $100 thousand for advertising Radio Liberty and Voice of America in the Russian-language segment of the Internet.
