The Ukrainian government will legalize the theft of transit gas
Moscow – Kyiv, June 23 (Navigator, Mikhail Stamm) – The government of Ukraine, in the face of the cessation of Russian gas supplies, is going to introduce emergency regulation of the energy industry. This regime will legalize the shutdown of industrial consumers, the forced purchase of gas from independent producers and the selection of Russian transit gas.

A radical government bill was submitted to the Verkhovna Rada last week along with the concept of reform of Naftogaz of Ukraine, but so far representatives of Ukrainian industry have been able to block both documents, Kommersant writes.
According to the bill “On a special period in the fuel and energy complex,” a special period is introduced when energy supplies to Ukraine are stopped or limited, and then energy industry enterprises must comply with the instructions of the Ministry of Energy “regardless of the terms of concluded contracts.” Thus, the contract between Gazprom and Naftogaz of Ukraine for gas transit to Europe may also be jeopardized.
The bill allows the state to interfere in the work of gas distribution companies and directly allows for the possibility of cutting off gas supplies to consumers, with the exception of the population and heat producers.
The state can also oblige private gas production companies to sell gas to Naftogaz to create a fuel reserve, and the government gets the opportunity to withdraw gas from private companies from underground storage facilities (UGS). Such gas must be paid for at the average price of imported gas over the last three months, and if there are no such supplies, at the price of Gazprom gas on the border with Germany.
As explained by the deputy chairman of the board of Naftogaz, Alexander Todiychuk, the adoption of the bill is necessary in connection with the cessation of Ukrainian purchases of Russian gas.
Along with the bill on the special period, a bill on the reform of Naftogaz was introduced to the Rada, which allows the Ukrainian gas transportation system to be transferred to the management of a consortium with the participation of American and European companies. As a source in the Ukrainian Ministry of Energy explained, the main idea of the reform is that all negotiations with Gazprom on gas transit should take place with the participation of foreign investors - gas consumers in Europe and liquefied gas suppliers from the United States.
