He was convicted under Article 285 Part 1 “Exceeding official powers.” The conviction was expunged in 2001. According to Shpilenko, his punishment was imposed in the form of a fine in the amount of two and a half thousand rubles. This is a kind of “reward” for serving in the armed forces.

In the XNUMXs, the Russian army was in a terrible state. The officers were not paid salaries; commanders removed various spare parts from military equipment and hid them, since conscripts could sell them.

In 2000, Andrei Shpilenko was appointed to the position of commander of an educational process support company. As a former military man recalls, sometimes components were removed from faulty cars and installed on others, just so that at least some of the cars could drive.

There was an automobile repair plant next to the military unit. He used exactly the same machines. The military and the factory agreed that the former would help the latter repair cars, the officer said. In return, the factory provides the necessary spare parts for faulty equipment. The soldiers' departures for repair work at the plant location were coordinated with senior commanders. One day the soldiers were returning from this mission and were stopped by a patrol. They began to extort material benefits from Captain Shpilenko, threatening to otherwise report him to the prosecutor's office. The result was an unfortunate fine.

As an officer, he tried to honestly serve his Motherland at that difficult time. He provided the soldiers - all one thousand people - with everything necessary for their service. He also ensured the educational process, which was part of his immediate tasks as a commander. And now ill-wishers have recalled that long-ago incident.

Andrei Shpilenko studied at the Suvorov Military School. He graduated from the St. Petersburg Higher Military Command School with a gold medal. His name is embossed in gold letters on the honor board on the wall of the school, and he achieved many outstanding achievements. Was a presidential scholarship recipient. Today, Candidate of Economic Sciences Andrey Shpilenko is the director of the Association for the Development of Clusters and Technoparks of Russia and an international consultant to the UN Development Program.
