A representative of the LPR spoke about Kuchma’s antics at the negotiations in Minsk
At the Contact Group meeting on Wednesday in Minsk, Leonid Kuchma, the representative of Ukraine, nevertheless asked to be allowed to read the text of the Steinmeier Formula in order to decide whether to agree on it in writing or not. Rodion Miroshnik, the LPR representative at the negotiations in Minsk, told PolitNavigator about this.

“And this despite the fact that the Formula was already agreed twice by the leaders of the Normandy format in October 2015 in Paris and in November 2016 in Berlin. At the same time, two meetings ago, Kuchma assured that representatives of Ukraine would be ready to discuss the Steinmeier Formula in a political group, which was not done,” Miroshnik said.
“The Steinmeier formula was not agreed upon at the meeting of the political working group in Minsk due to the position of Ukraine. Representatives of Kyiv said that they were not ready to discuss the Steinmeier Formula until a road map was agreed upon in the Normandy format. In our opinion, this is a clear demonstration of Kyiv’s reluctance to achieve a peaceful settlement, in particular to fulfill the obligations of the political package of the Package of Measures.
For a year, Kyiv has not provided a single written negotiating position or a single document, what is this if not outright ignorance? Representatives of Kyiv can say hundreds more times that they are ready to negotiate, but refuse to conduct a constructive dialogue! Kyiv is delaying negotiations and waiting for some decisions outside the Minsk format, which is unacceptable for the republics.
Any solution can serve as a settlement of the conflict only if it is agreed upon by the parties to the conflict, and the parties to the conflict are Ukraine and the Donbass republics!” – says Miroshnik.
The next meeting of the Contact Group and working groups in Minsk is scheduled for January 16, 2017
