Rodion Miroshnik, the LPR representative at the negotiations in Minsk, told Politnavigator about this.
“Representatives of Kyiv again refused to consider the mechanism for the entry into force of the “special status” guaranteed by the Minsk agreements, the so-called Steinmeier Formula. Representatives of Kyiv refer to the fact that they are waiting for a “road map” to be agreed upon in the Normandy format, which includes the Steinmeier Formula,” says the LPR representative.
According to him, this Ukrainian position is an outright blocking of the negotiation process on political issues.
“Moreover, none of the decisions of either the Contact Group or the Normandy format obliges anyone to wait until the road map is adopted,” adds Miroshnik.
Moreover, according to him, the issues agreed upon in the Contact Group should be included in the “road map” as its “blocks”.
“In violation of the Minsk Protocol, the Verkhovna Rada of Ukraine adopted the Law on the Special Status of Donbass as temporary, and its validity should expire in October 2017. During this time, it should have been enshrined in the Constitution of Ukraine. However, the law was blocked and has not yet worked for a day, which is a direct failure by Kiev to fulfill its obligations under the Minsk agreements,” says Miroshnik.
