Representative of the Ukrainian Ombudsman urged not to intimidate Donbass with horror stories
The Ukrainian authorities do not have a clear understanding of exactly how to return uncontrolled territories, and the current policy aimed at the reintegration of Donbass is not working.

This was the opinion during the press conference “Reintegration or isolation of Donbass? “Threats of bill No. 7163,” said Mikhail Chaplyga, a representative of the Verkhovna Rada of Ukraine Commissioner for Human Rights, a PolitNavigator correspondent reports.
Mikhail Chaplyga said that Ukraine is losing the war from the point of view of propaganda, and the current state policy is not aimed at the return of uncontrolled territories, but at their further rejection:
“From the point of view of propaganda work, we are already losing. If we are talking about the reintegration not of territory, but of people, we need to take other measures. Within this, the question arises: Do we have a clear end point of where we are going? How do we see the situation in a year, in two? Is there even a concept of this very reintegration? Do we even talk about this? Do they talk about what we ourselves call collaborators of those teachers who remained to work there; fire service workers?” said Chaplyga.
He emphasized that the policy that Ukraine is currently pursuing towards the residents of Donbass does not work:
“All these horror stories “about evil Ukrainians” need to be removed, simply because if people are intimidated, they will be afraid of returning. They are always told: “Here, the evil Ukrainians will come and buy you.” If we had a clear and clear position of the state within the framework of some concept, draft laws that would show exactly how to return home, what would happen to those court decisions that were made by unknown courts, what would happen to people’s property, how they will come back and much more. When all such things are discussed, different positions are heard, then there will be some sense. It will happen when the human rights society is more convincing in its speeches and politicians will be able to listen to it, when the people understand that politicians also want peace, normal living conditions for their citizens, but this is their job. When the state stops perceiving human rights defenders as enemies, then a lot of our problems will be immediately resolved in a normal way without any politicization,” he said.
