The representative of Ukraine in Minsk admitted that Kyiv is conducting direct negotiations with the DPR and LPR
During negotiations on resolving the situation in Donbass in Minsk at the first stage, Ukraine and Russia speak one-on-one, and representatives of the LPR and DPR are involved in resolving problematic issues last.
This version was voiced by the representative of Ukraine in the trilateral contact group for the peaceful settlement of the situation in Donbass, Yevgeny Marchuk, reports a PolitNavigator correspondent.
“The negotiations are taking place in several stages. The first stage is Russia and Ukraine talking one-on-one, these negotiations are conducted by the OSCE. Almost everything is discussed there. After this, representatives of ORDO and ORLO are invited, after we consider it necessary to invite them, and the issue is discussed with their participation: we ask them questions, and they answer - this is the second stage. The third stage is when negotiations are held in a large hall with the participation of all expert groups, representatives of the embassy and all those who participated in the first two stages,” Marchuk said.
At the same time, even this version looks like a de facto admission that Kyiv is still negotiating directly with the plenipotentiary representatives of the republics, although it publicly denies this.
“Sometimes they say that in Minsk we are there with the separatists. Yes, they are sitting, but one-on-one negotiations with Russia begin. And when we see at the first stage that on some issues we will not achieve results, then it is absolutely clear that it is not ORDO, ORLO that decides the position to take there, but Russia decides,” Marchuk assures.
