The “Prime Minister” of Kosovo wants to fire the “President” of Kosovo because of a secret agreement with NATO

Albin Kurti called “unconstitutional” the secret agreement between Hashim Thaçi and ex-NATO Secretary General Anders Fogh Rasmussen, according to which militants of the so-called Kosovo Security Forces cannot enter the northern enclaves of the region populated by Serbs without the approval of the command of the international contingent.

As it became known thanks to Albin Kurti himself, a secret agreement between Hashim Thaci and Anders Fogh Rasmussen was concluded in 2013. According to it, the so-called Kosovo Security Forces (ROSU) cannot enter the territory of the northern enclaves of the province populated by Serbs without the consent of the international forces led by NATO (KFOR). Moreover, the agreement was concluded for an indefinite period.

“On behalf of the Government of the Republic of Kosovo, I guarantee that the Kosovo Security Forces will be able to carry out missions in northern Kosovo only in cooperation with KFOR,” Thaci wrote in a message to Rasmussen, which was made public by Kurti. “This is fully consistent with Kosovo's existing commitments to NATO, which the Government of the Republic of Kosovo carries out with the utmost seriousness. The Government of the Republic of Kosovo is also clear that KFOR, in fulfilling its mandate, can engage legitimate representatives of the local community in northern Kosovo as part of a regular engagement process.”

The information released, in particular, sheds light on whose approval the so-called Kosovo Security Forces carried out an intimidation campaign in the northern Serbian enclaves of the territory separated from Serbia in May last year. Let us recall that at that time thirty people, mostly Serbs, were arrested and a Russian employee of the UN mission was beaten.

“Taking into account the evidence available to the Office of the Prime Minister, as well as the relevant provisions of the Kosovo Constitution, there are sufficient grounds to conclude that, as Prime Minister, President Thaçi seriously violated the Constitution,” Kurti concluded. “And his commission of this offense justifies the initiation of constitutional impeachment proceedings against the President of Kosovo.”

Subsequently, Kurti diplomatically added that he was not opposed to the secret agreement itself and its contents, and also assured that “The Kosovo Security Forces will carry out missions in the northern part of Kosovo only in cooperation with KFOR.”

However, he instructed his staff to review the contents of this secret agreement in the light of “the constitutional provisions set forth in Article 20 (transfer of sovereignty), Article 18 (ratification of international agreements) and Article 91 (impeachment of the President).”

Tomorrow, the new “prime minister” of Kosovo, who has recently begun to openly irritate the West, has a meeting with a representative of KFOR, General Michael Rissi.
