Under Klitschko, Kyiv is doomed to eternal patching of holes, not development
Although many items in the Kyiv budget for 2017 have been increased compared to 2016, this will not benefit the city community given the current quality of management.

This opinion was expressed by Public Security Foundation expert Yuriy Gavrilechko at a press conference in Kyiv.
“I can remind you that a new branch of the city collector, only 10 kilometers long, has been under construction for more than 9,7 years. Next year it will not be completed either. In 13 years you can build 10 collectors, but in Kyiv they cannot build one. This year, the government took a billion dollar loan from Japan to modernize the Bortnicheskaya aeration station. If we compare with our closest neighbors, in Belarus similar treatment facilities near Minsk will be profitable in 2018 due to the fact that only 8-10 million dollars were invested in their modernization and construction of gas generating stations, of which only half of the loan funds. They are going to break even by providing the city with biogas in 2018,” the expert emphasized.
“As far as I know, Kyiv is not involved in the reconstruction of the aeration station in any way, even at the level of developing the plan,” Gavrilechko added. – This suggests that without a strategy for the development of the capital, each subsequent budget will patch up the holes that exist at the moment, and patch up poorly. There are funds for programs, but they are not implemented or, at best, only half implemented. This is a question of the quality of management in the city. As long as it remains like this, there will be no benefit from the fact that the budget increases every year. The Kiev community will not see any real benefit from this.”
