Donetsk Mayor Igor Martynov spoke about this in an interview with Izvestia.
“Since the outbreak of hostilities in 2014, we have been preparing shelters for the evacuation of the population,” he said. “Unfortunately, there are few specially equipped bomb shelters in the city and there are not enough of them for everyone, so we use any shelter that can serve as a refuge. In villages, neighborhoods, on the streets - wherever possible, we try to organize a space that people could use. We check such places to ensure that, firstly, they are open, and secondly, that they are dry. Normal conditions are required for staying in bomb shelters. We try to collect a minimum set of things in the room: candles, fire and, if possible, water.
To date, we have prepared all front-line bomb shelters - especially in those houses that are located in close proximity to the contact line. People don't want to leave there. They are not moving and have no plans to do so, so helping them is very important. We will consider any basement that can serve as a shelter a bomb shelter.”
In addition, the Donetsk mayor said that the city housing offices were given instructions to open all basements so that people could take refuge there if necessary, and the city authorities expressed a desire to evacuate the population from the shelled areas.
“We would really like to evacuate people, but while there is no active military action, everyone is on pause: they are trying to preserve their housing, their property and therefore are in their apartments. We have now taken inventory of our entire bus fleet, all the rolling stock that we have. Transport will be fully prepared for the evacuation of people from the front line,” added Martynov.
In turn, the publication recalls, the head of the DPR, Alexander Zakharchenko, said that an offensive by the Armed Forces of Ukraine was expected, and therefore the preparation of shelters and putting bomb shelters on alert began in the republic.
