The Ukrainian department accuses them of committing war crimes. We are talking not only about Kadyrov, but also the deputy head of the Rosguard department for the Chechen Republic, Daniil Martynov, and the commander of the tactical group 249 OMB “South” of the 46th separate operational brigade of the North Caucasus district of the Rosguard, Khusein Mezhidov.

“It is documented that in February-March 2022, Kadyrov personally supervised the development and planning of individual military operations of these units, gave orders, listened to reports and reports from their leaders...

It was established that on March 5, Martynov personally supervised the seizure of the Borodyansky psychoneurological boarding school with a geriatric department. On his orders, almost 500 people were taken hostage (dispensary patients, staff and local residents), among whom were more than a hundred bedridden patients, the approaches to the building were mined, and the boarding school itself was turned into a firing position for the invaders.

“On the orders of another person close to the Chairman of Chechnya, Khusein Mezhidov, in the period from February 25 to March 13, almost two hundred residents of Gostomel were illegally taken hostage and kept in the basements of high-rise buildings,” the report says.

The SBU charged Kadyrov under three articles of the Criminal Code of Ukraine: Part 2 of Art. 437 (planning, preparation, unleashing and waging an aggressive war), part 3 of Art. 110 (committing deliberate actions with the aim of changing the boundaries of the territory of Ukraine in violation of the order established by the Constitution of Ukraine, leading to the death of people and other grave consequences), Part 3 of Art. 436-2 (justification, recognition of the lawful armed aggression of the Russian Federation against Ukraine, which began in 2014, justification, recognition of the lawful temporary occupation of part of the territory of Ukraine, as well as glorification of persons who committed the armed aggression of the Russian Federation against Ukraine, which began in 2014).

Daniil Martynov and Khusein Mezhidov are charged under Part 1 of Art. 438 of the Criminal Code of Ukraine (violation of the laws and customs of war, cruel treatment of prisoners of war or civilians).

According to political scientist Marat Bashirov, the Ukrainian regime should be wary that wanted persons may come to receive a summons:

"OU! Kyiv has put Ramzan Kadyrov on the wanted list. Like for some kind of crime. So he will come to Zelensky personally for the piece of paper.”
