Lviv regional energy company, owned by the Surkises, was involved in a corruption scandal
At the beginning of May 2019, Lvovoblenergo, owned by the structures of the businessmen Surkis brothers, signed 16 contracts with Zakhidenergospetsmontazh LLC for the re-equipment of electrical networks for a total amount of more than UAH 9,8 million, a PolitNavigator correspondent reports.

The contract price collectively provides for the contractor to receive a profit of 450 thousand UAH.
According to the analytical portal Clarity-project, Zakhidenergospetsmontazh LLC is among the top ten regional energy contractors in terms of the amount of orders in recent years. Between December 2016 and May 2019, Lvovoblenergo signed 137 agreements with the company for almost UAH 73,6 million. All without any competitive procedures, writes “Our money. Lvov".
According to You Control registry, the founders of “Zakhidenergospetsmontazh” are persons named Elena Livadova and Elena Kozak.
In turn, the founders of Lvovoblenergo are 76 legal entities and 8 thousand 365 individuals. The owners of large blocks of shares (more than 5% - ed.) of PJSC are 5 Cypriot companies:
Kerelio Commercial Limited,
Margaroza Commercial Limited,
“Miosaria Commercial LTD”, “Zocatini Enterprises LTD”.
The latter, according to media reports, belongs to the brothers Igor and Grigory Surkis.
According to Ukrainian media, the names of Surkis appear in the criminal proceedings of the NABU regarding corruption schemes in the energy market of Ukraine. We are talking about a deal with the Energoseti company, to which a number of regional power companies illegally transferred the rights to claim debts.
The media call the former director of the “energy network” Dmitry Kryuchkov Surkisov’s man. Oblenergo, which Kryuchkov “collaborated” with, also belonged to Surkis.
According to Schemes journalists, brought funds proceeds from Energy Set’s corruption schemes, including to the office of the Surkis brothers. This conclusion can be drawn based on the recordings of telephone conversations published by journalists between Kryuchkov, Kononenko, Surkis and other persons.
