The draft law on amendments to the Law of Ukraine “On Citizenship of Ukraine” regarding the exercise of the right to change citizenship was registered in the Rada under No. 6175 of March 13, 2017; it was determined by the president as urgent and submitted to the leadership of parliament for consideration.

As explained by the presidential representative in the Verkhovna Rada, Artur Gerasimov, the bill concerns the deprivation of Ukrainian citizenship of those officials who voluntarily acquired citizenship of another state. According to Gerasimov, the new law will establish that a person who voluntarily acquires foreign citizenship will be considered subject to the requirement to terminate Ukrainian citizenship. In addition, the bill clarifies the grounds for loss of Ukrainian citizenship.

“For example, such a basis will now be considered if a person voluntarily acquired citizenship of a foreign country, did not surrender his international passport, or when receiving Ukrainian citizenship, he also did not surrender a passport of another state within a certain period of time,” Gerasimov clarified.

The presidential initiative was commented on by a well-known opposition politician, ex-Minister of Justice under Viktor Yanukovych, Elena Lukash:

“The President introduced a bill to revoke the citizenship of officials with dual citizenship. Can't be! But what about all these Yares, Saakashvili, Dekanoidze and other Abramovichus? They were allowed to have passports of other states, but others were not? Where are you, justice? Where is the indiscriminate approach? Now don’t sleep peacefully, passport holders of all countries who have Ukrainian citizenship.

Although, Article 25 of the Constitution of Ukraine says that: “A citizen of Ukraine CANNOT BE DEprived of CITIZENSHIP and the right to change citizenship.” But who was embarrassed by this Constitution? Vote!”
