Privatization in Ukraine: Selling apartments in a burning building

The government is starting privatization at a time when it is unprofitable to sell assets in Ukraine, says ex-Minister of Housing and Communal Services Alexei Kucherenko.

“Salvetti, who headed one of the Rothschild banking houses for many years, said that privatization in Ukraine is like selling an apartment in a burning house. If the house is on fire, it is better to put it out first, then try to make repairs and sell it at a high price. Our president, a very serious businessman who, by the way, promised to sell his assets, says: That their sale today is unprofitable - they don’t give the money they cost. But at the same time, the government proposes to quickly sell about 300 enterprises for only 17 billion UAH. Why, when we are talking about private property, a healthy owner does not want to sell it, but when we are talking about state assets, then we easily put them up to sell for next to nothing?” – the ex-minister was amazed.
According to the expert, it is impossible, in particular, to sell the Odessa port plant, the final point of transshipment of Russian ammonia. The privatization of state-owned energy companies also raises many questions.
The head of the Public Audit NGO Maxim Goldrab agrees with this opinion.
“The economy is destroyed, the financial system is on the verge of collapse, the government decides to delegate to the government the right not to pay debts. Against this background, the attractiveness indices of Ukrainian assets are falling. Is this a coincidence? Or are these links in one chain, a scheme that should lead to the alienation of Ukraine’s assets? Maybe,” he says.
