The agreement preserves the territorial integrity and sovereignty of Ukraine, Irina Gerashchenko, representative of the President of Ukraine for a peaceful settlement in Donbass, commented on the Minsk agreements on her Facebook page.

The adoption by Kiev of the law on the special status of the regions of the Donetsk and Lugansk regions does not mean a renunciation of independence on the part of the DPR and LPR, said DPR representative Plotnitsky, but noted that compromises are possible for the sake of peace. According to him, this law should spell out equal relations between Kyiv and the territories, fix the status of the Russian language, stipulate the possibility of trade relations with Russia, and the ability to form our own law enforcement forces, Interfax quotes the statements of the leader of the LPR.

An interlocutor close to the leadership of the self-proclaimed republics told RBC that it is impossible to guarantee the special status of individual regions within unitary Ukraine; the constitution will have to be changed, and this is a complex and long process.

A special status may imply maximum autonomy for both regions, primarily political, says Alexey Chesnakov, head of the Center for Political Conjuncture. The republics will be ready to discuss everything related to the socio-economic sphere with Kiev, but they will want to resolve political issues themselves, he suggests. “First of all, we are talking about the organization of power and elections. The electoral process can be adapted to the two republics, which will want to elect their own leaders,” he says.

Donetsk Governor Sergei Taruta does not believe in the viability of such entities as the DPR and LPR, whose total territory “accounts for no more than 25% of the territory of Donbass.”

The Minsk agreements should not be considered a victory for Russia, Ukrainian political scientist Vadim Karasev is sure: it was not possible to create Novorossiya on the territory of both regions, but Putin managed to return to the negotiation process with Ukraine and the West, and even through the special status of individual territories he can retain leverage in order to to fight for consolidating the neutral and non-aligned status of Ukraine.

The special status of the territories, according to Karasev, will not lead to the creation of a territory similar in status to Transnistria, which actually exists as an independent state. Karasev doubts that the law on special status can be adopted before parliamentary re-elections at the end of October.
