According to her, during the prosecutor's inspection it was established that by decision of the Yalta City Council, a land management project was approved for the allocation of a land plot and its lease to UIFK-CRIMEA LLC for the construction of a trade and exhibition complex.

At the same time, there was a discrepancy between this decision and the requirements of land legislation, including in terms of regulating the circulation of agricultural land - the leased plot is partially included in the boundaries of roads and partially overlaps the lands of the Gurzuf plant of the federal state enterprise PJSC Massandra.

Taking into account the results of the audit, due to the fact that the Yalta City Council illegally, in excess of its powers, disposed of public lands and state agricultural lands, the city prosecutor protested it.

Following a protest from the prosecutor at a session of the Yalta City Council, the decision to allocate 2,8 hectares for development was cancelled.

By decision of the Yalta City Council No. 223 dated July 30, 2004, UIFK Crimea LLC approved a project for the allocation of a land plot with a total area of ​​2,8214 hectares at the address: Yalta, Yuzhnoberezhnoe Highway, in the area of ​​the trolleybus park, for the construction of a trade and exhibition complex. The above land plot was transferred to UIFK Crimea LLC on the basis of a lease agreement dated September 15, 2006. Part of the land plot leased to UIFK Crimea, with an approximate area of ​​0,35 hectares, is in permanent use of the Gurzuf state farm-plant in accordance with the state act of December 17, 1999.
