Lugansk, April 21 (Navigator, Victoria Litovchenko) – In Lugansk they announced the creation of a headquarters for managing the south-eastern regions of Ukraine.

Activists announced this during a rally near the seized SBU building. It is assumed that the headquarters will exercise control over all forces in the South-East and coordinate the actions of supporters of an all-Ukrainian referendum.
As one of the leaders of the pro-Russian movements in Lugansk, Vitaly Bolotov, said, Lugansk was the first to raise the banner of freedom and should be the first to show how it is necessary to achieve its goals.
According to him, the central headquarters will be located in Donetsk.
