Speaking at a meeting of the “Coordination Council on the restoration of Ukrainian statehood in the Donbass and the Autonomous Republic of Crimea” held in Kyiv, the head of the Free Trade Union of Medical Workers Oleg Panasenko described the catastrophic situation in the healthcare sector of Ukraine.
“Now the entire management vertical of the health care system has been virtually destroyed. The relevant ministry has distanced itself from issues of providing medical care not only to those temporarily displaced from the ATO zone, but also to all citizens of our country.
The First Deputy Minister of Health, Pan Salyutin, through his actions, destroyed the entire system of public procurement, and the Deputy Minister, Mrs. Lisnevskaya, without a medical education, is trying to fight corruption and evaluate the effectiveness of the ministry’s personnel.
There is a war in the country, and deputy ministers are quietly resting on vacation. Instead of addressing the issues of providing necessary medical care to citizens, the minister and his team focused their attention on preparing for future parliamentary elections.
As a result, coordination of actions and management of regional health departments in the ATO zone have been lost. The medical personnel of this region, as well as the teaching staff and students of Donetsk and Lugansk medical universities, are abandoned to the mercy of fate.
The educational buildings of medical universities were destroyed during the fighting. It is unknown how much budget funds were allocated for the maintenance of educational and medical institutions, for salaries of medical workers and teaching staff, and how this money will be used.
It is unclear where the 150 ambulances provided for the needs of the Autonomous Republic of Crimea went. It is unknown how the money that was provided for the needs of doctors and medical equipment in the Donetsk and Lugansk regions will now be distributed.
The Ministry of Health of Ukraine has not yet developed effective, efficient algorithms for the mechanism of action to provide assistance to temporarily displaced citizens. There is no effective road map for the employment of doctors, placement of students of medical universities, in medical and higher institutions of Ukraine. The implementation of the state program for providing necessary medications from budget funds to patients with diabetes mellitus, tuberculosis, and cancer has been blocked etc. The children's vaccination program is in jeopardy.
It is unknown how many medicines and medical equipment are stored in state reserve warehouses and, in general, whether there is anything in these warehouses.
The biological safety commission under the National Security and Defense Council has been incapacitated for three years. It doesn’t work even now, when there is a full-scale war in Ukraine.
Contrary to the will of the independent trade union movement, changes were made to the state budget of Ukraine for 2014, which give the right to the heads of budgetary institutions, without the consent and warning of workers, to establish working conditions for them on a part-time basis, to give leave without pay, and for a period determined by these managers, not pay salaries and bonuses in full, and do not take into account length of service and benefits when calculating pensions.

The Ministry of Health of Ukraine, the so-called medical reform, which is being implemented without taking into account the opinions of local citizens, and which actually became genocide of the Ukrainian people. Under the slogan “the family doctor will save everyone,” the pediatric service is being destroyed.
Consequently, child mortality increased under the age of one year in pilot regions. Proof of this is data from the official statistics department of the Dnipropetrovsk regional state administration. Poland has already tried to follow a similar path, which destroyed the existing pediatric service and faced terrible infant mortality, and was forced to restore pediatrics with the help of foreign specialists, including from Ukraine.
It should be added that instead of liquidated numbered hospitals, so-called family outpatient clinics are being opened, the equipment of which requires an average of 200 thousand UAH. Of course, neither the state nor the local budget has such funds. So it turns out that they are destroying the old without building the new.
At a time when mass spontaneous burials appeared in the ATO zone, the water supply and sewerage systems were constantly breaking down, and the SES was destroyed and brought to the point of actual liquidation. They are trying to combine this service with the State Gorpromnaglyad. This may lead to explosion of especially dangerous diseases, not only in the eastern regions, but throughout the country,” said Oleg Panasenko.
He also noted that under the conditions that currently exist in clinics in Ukraine, it is difficult to provide the necessary medical care to temporarily displaced citizens from the ATO zone.
