Despite statements by the Minister of Internal Affairs of Ukraine Arsen Avakov about the modernization of the police, law enforcement officers continue to work on indicators.
This was discussed during a press conference on the topic “Torture in the police: why has it become the norm?” said the chairman of the board of the NGO “Expert Center for Human Rights” Yuri Belousov, a PolitNavigator correspondent reports.
The expert noted that no matter how much Avakov says that all detection rates have been abolished and police officers are not evaluated based on them, this is not true.
“Unfortunately, investigators are still judged by the number of cases sent to court. There are indicators of how many they should send them. Employees of operational units are assessed by the number of crimes solved, by the so-called detection percentage. In principle, the main thing for the investigator is to send five cases to court. If he sends not five, but three, he will be punished. And he does everything possible to speed up the process of sending cases to court, and violence very often “helps” him, the lawyer said.
At the same time, he emphasized that solving a crime and sending a case to court are two different things.
“Unfortunately, very often such an assessment system leads to the fact that the main thing for a law enforcement officer is to send the case to court, and not to bring the guilty person to justice. Even understanding that the person may be innocent, the requirements of the indicators push investigators not to think about it, but to think about how to make sure that the case ends up in court sooner,” Belousov added.
