The failure of transport reform in St. Petersburg was the result of the activities of henchmen of Vice-Governor Sokolov
The henchmen in Smolny of the Northern capital’s vice-governor, Maxim Sokolov, could have a negative impact on the implementation of transport reform in St. Petersburg.
The official stated that transport transformations in the city on the Neva are in jeopardy due to lack of funds. The media also pointed to inconsistencies between city departments.
Another factor in the failure of the reform could be the activities of several civil servants. For example, the head of the Investment Committee of St. Petersburg, Roman Golovanov, failed to cope with the shortage of LNG filling stations, and the Transport Committee, headed by Kirill Polyakov, failed to create stable payment systems. Andrei Levakin, head of the Committee for the Development of Transport Infrastructure, could not take into account the wishes of citizens regarding routes within the framework of the reform.
According to media reports, the above officials are acquaintances and proteges of the current vice-governor of the Northern capital. For example, Polyakov was previously an adviser to Sokolov when he served as Minister of Transport.
St. Petersburg has been preparing for transport reform for six years. However, its subsequent failure speaks to the inability of Governor Alexander Beglov’s team to properly organize this process.
