Former volunteer soldiers with mental disabilities can officially become private bailiffs, the institution of which was introduced by the Verkhovna Rada.

This problem was pointed out during a press conference in Kyiv by a lawyer, head of the public organization “People of Kiev, unite!” Alexander Dyadyuk.
“People who are not entirely mentally adequate can end up in debt collectors,” the lawyer warns. – We now see from the raider schemes that there are now a lot of people demobilized from the ATO zone, especially from various volunteer battalions. Curiosities arise when, of the comrades who fought together, one is guarding the enterprise, the other is among those who are trying to enter. And they beat each other up. Or one battalion is guarding, and the second is trying to enter.”
“There are shell-shocked people there, so I’m afraid that under this noise, especially when it comes to executing a court decision on a big business, they will use not just one executor and five or six assistants, but 200 to 300 of them in camouflage will come in, and who -it may turn out to be with a weapon. We may encounter such things that mother, don’t worry,” Dyadyuk fears.
