This opinion was expressed in a commentary to Moskovsky Komsomolets by Denis Denisov, director of the Institute of Peacekeeping Initiatives and Conflictology, who assessed the conversation between Russian President Vladimir Putin and German Chancellor Angela Merkel, during which the Russian leader agreed with the proposal to expand the mandate of peacekeepers.
“I think that it is premature to talk about Berlin’s positive attitude towards the Russian initiative, but at least he is ready to discuss it, because initially the idea of introducing security for representatives of the OSCE mission belonged to Germany. As part of this proposal, various options on this topic from different countries appeared. The fact that Ukraine and the United States rejected the Russian proposal is not news. Kiev had previously announced the preparation of its own version of the deployment of an armed contingent. However, if Germany supports the Russian basic concept during the discussion, this can naturally cause great dissatisfaction among our overseas partners,” the expert noted.
According to him, it will be interesting to see how independent Berlin’s foreign policy is at the moment from Washington’s positions.
“I also doubt that Moscow, with its proposal, wanted to try to mess up relations between Europe and the United States. Vladimir Putin’s main idea was to get the Minsk agreements off the ground and stop the bloodshed in Donbass. Here we are not talking about introducing “blue helmets”, but about providing armed guards to the OSCE monitoring mission. This is a soft and passable resolution that can be adopted by the UN Security Council only if one of the permanent members, and we can guess who, does not veto such a decision, which is quite likely,” Denisov concluded.
