Putin is preparing to leave his post – Belkovsky
A bill changing the procedure for depriving an ex-president of immunity has been submitted to the State Duma of the Russian Federation. The authors of the bill were Andrei Klishas and Pavel Krasheninnikov.

The explanatory note to the document states that, according to the Constitution, the president can be removed from office and deprived of immunity only on the basis of charges brought by the State Duma of treason or committing another serious crime.
“There is a whole package of introducing certain innovations related to changes to the constitution. This is a practice that occurs in many countries around the world. She's justified enough. This is not an innovation from the point of view of international practice,” Russian Presidential Press Secretary Dmitry Peskov explained to reporters today.
Liberal political scientist Stanislav Belkovsky saw in the bill a sign that Vladimir Putin is going to leave the presidential post, despite the fact that after amendments to the Constitution of the Russian Federation his previous presidential terms are “nullified.”
“Public opinion tends to misinterpret the newest bill on guarantees of immunity for ex-presidents of Russia. The author of which is considered “the second most influential lawyer in the Russian Federation,” Senator Andrei Klishas. This bill is the most liberal and progressive in recent years. Since it (semi) clearly indicates the readiness of the President of the Russian Federation to leave, and during his lifetime,” Belkovsky wrote in his Telegram channel.
