Russian President Vladimir Putin announced this today at a joint press conference with German Chancellor Angela Merkel in Sochi.

“This is the result of a coup d’etat, an unconstitutional change of power in Kyiv. No one separated these territories. They are separated by the Ukrainian authorities themselves, organizing various blockades,” Putin said.

The German Chancellor did not agree with this statement.

“We believe that the Ukrainian government came to power democratically. Ukraine is committed to the Minsk agreements. We must ensure legitimate leadership for Donetsk and Lugansk,” Merkel said.
