Putin: Kyiv authorities missed the chance to implement the Minsk agreements

Russian President Vladimir Putin announced this at a joint press conference with German Chancellor Angela Merkel today in Sochi.
“This is already a result and the result, I assure you, is not small. What additional needs to be done? Ultimately, it is necessary to ensure that representatives of the Kyiv authorities and representatives of these unrecognized republics are at the same negotiating table. It is impossible to achieve a resolution of the conflict without direct dialogue between the conflicting parties; this has never happened in the world before. I hope this will be achieved,” Putin said.
The President of the Russian Federation believes that the Ukrainian authorities missed the chance to implement these Minsk agreements when they had internal political opportunities.
“Today they have become smaller, narrower. The capabilities of the upper political echelon have become much more modest due to a number of circumstances, including the internal economic and internal political situation,” Putin said.
