“We continue to believe that only systemic adjustments to the Association Agreement, which take into account the entire range of risks for Russian-Ukrainian economic relations and for the Russian economy in general, will allow maintaining the existing trade and economic cooperation between the Russian Federation and Ukraine,” - Reuters quotes excerpts from Putin's letter.

The Russian President allegedly warned that even changes in legislation to prepare for the Agreement on Associated Membership of Ukraine in the EU would cause an immediate response from Moscow, the agency claims. “The adoption of such amendments to the legislation of Ukraine, including acts of implementation, will be considered a violation of the agreement to postpone the implementation of the Association Agreement, entailing immediate and adequate response measures from Russia,” the agency quotes the Russian President.

For Ukraine, which exports steel products, coal, chemicals and grains to Russia, the introduction of increased tariffs could mean a loss of €3 billion a year, European diplomats have calculated. Brussels believes that Russia intends to exclude from the agreement between Ukraine and the EU more than 2 thousand types of products entitled to duty-free access to the European Union, thereby “breaking” the agreement by a quarter, Reuters notes.

Press Secretary of the Russian President Dmitry Peskov told RBC that he neither confirms nor denies the existence of such a letter.
