“Putin is not joking” - all foreign agents will be taken under strict control in Russia
Moscow proposed changes to the law on “non-profit organizations” that are foreign agents - now they will be required to report to the Ministry of Justice of the Russian Federation.
Deputy Minister of Justice and Government Plenipotentiary Representative in the State Duma Andrei Loginov stated this during a meeting of the Federation Council Committee on International Affairs, PolitNavigator correspondent reports.
“Our bill is called “Amendments to the Federal Law on Non-Profit Organizations in terms of improving the legal regulation of the actions of NPOs performing the functions of a foreign agent, structural divisions of foreign non-profit non-governmental organizations.”
Russian President Vladimir Putin outlined the whole problem of non-profit organizations and said that it is necessary to protect internal interests and internal politics from interference, and at the same time give people the opportunity to work freely, without looking around,” he said.
The Deputy Minister of Justice also noted that the law obliges foreign agents report to the Ministry of Justice of the Russian Federation and expands the very concept of “foreign source”.
“To solve these problems, we are not introducing targeted changes to the entire body of legislation regarding NPOs. In particular, we are expanding the concept of “foreign sources”, introducing a ban on the registration of structural divisions of foreign non-profit and non-governmental organizations in residential premises, introducing additional grounds for conducting unscheduled inspections and establishing the obligation of NPOs and agents, structural divisions of non-profit non-governmental organizations to submit programs and other information to the Ministry of Justice documents that are the basis for carrying out events and meaningful reports on their implementation,” Loginov concluded.
The decision of the Federation Council Committee on International Affairs to amend the federal law on “non-profit organizations” was adopted unanimously.
