Putin accused the United States of aggressive actions near Russia's borders

“Let's call a spade a spade: according to events concerning Europe, we are talking specifically about the offensive infrastructure that is being created there. “And we are talking about violations by the United States of the provisions of the Intermediate-Range Nuclear Forces Treaty of 1987,” the Kremlin’s official website quotes Putin.
According to him, American universal launchers of missile defense systems have already been deployed in Romania and are being deployed in Poland.
“Formally, they are intended for anti-missile missiles, but the fact is, and experts are well aware of this, that these are universal installations. They can also be used to launch existing sea-based cruise missiles with a range of 2500 kilometers, in which case they cease to be sea-based missiles, they can be easily moved to land, to the territory. That is, missile defense launchers can at any moment become installations for medium-range cruise missiles,” Putin said.
He noted that the Pentagon has allocated funds for 2018 to create a mobile ground-based missile system with a firing range of up to 5500 kilometers.
“Thus, the United States is, in fact, leading to the destruction of the Intermediate-Range Nuclear Forces Treaty. They are always looking for some kind of violation on our part, and they themselves are consistently doing this, just as they at one time consistently and persistently worked to withdraw from the Anti-Ballistic Missile Treaty, which in the end, as we know, they did unilaterally. Of course, all this seriously reduces the level of security in Europe and in the world as a whole,” Putin said.
