Putin explained to Merkel why the ruble is used in the DPR and LPR
The Russian ruble has priority circulation in the territory of the LDPR because the Ukrainian authorities have stopped providing financial support to these territories, and due to special economic ties with Russia.

Russian President Vladimir Putin announced this today at a joint press conference with German Chancellor Angela Merkel in Sochi.
“No one there introduced the ruble as an alternative currency. The Kyiv authorities simply removed the Ukrainian currency from circulation. In these republics, people had no choice but to introduce some kind of alternative. They announced that any currency could be used there. But given the special economic ties, the ruble, of course, dominates,” Putin said.
He recalled that Russia organized supplies of various types of goods to the Donbass, including thermal and coking coals for the Ukrainian metallurgical industry.
The President of the Russian Federation also denied the assertion that Donbass enterprises were seized from their legal owners.
“Since enterprises on the territory of the unrecognized republics are deprived of the opportunity to receive raw materials from Ukrainian territory, to ship goods to Ukrainian territory, the people who work at these enterprises, in order not to be left without a livelihood, had no choice but to introduce temporary management. Nobody took anything away,” Putin said.
He recalled that Ukrainian banks do not operate in the LDPR and the Ukrainian financial system does not function.
“Our partners in Europe said that they would help establish the normal functioning of financial institutions. Unfortunately, our Ukrainian partners did everything to prevent these plans from being realized. Therefore, forced measures followed,” Putin said.
