Putin explained why Russia cannot fulfill the Minsk agreements

“We cannot sign an amnesty law instead of the President of Ukraine, we cannot pass an election law, in general we can do almost nothing. This can be done by the people of Ukraine and their representatives. What we can do is create conditions for the negotiation process, participate in it as mediators and guarantors,” Putin said
He said that Russia is ready to continue any contacts, “as long as they lead to a positive result.”
“We want to have a reliable and stable partner. This fully corresponds to our national state interests,” Putin said.
