Putin cuts the strings by which Russian officials can be pulled
The support of the State Duma of the Russian Federation for the bill introduced by President Vladimir Putin, prohibiting municipal and state employees from having a second citizenship or residence permit in the territory of another state, will strengthen the security of the state.
According to a PolitNavigator correspondent, Sergei Storchak, adviser to the head of the Ministry of Finance of the Russian Federation, said this in an interview with Komsomolskaya Pravda.
“The civil service generally involves serious restrictions from the very beginning. A person with authority must clearly understand who he is working for. And in the name of what? And, accordingly, do not create preconditions that could jeopardize state interests. Well, or, to put it mildly, official interests,” Storchak said.
He believes it is correct that both governors and the head of the Central Bank will not be able to have dual citizenship.
“Unity of command has not been abolished. This is a key principle for managing any system. For top officials, restrictions should be introduced first. Deputy chief executives, of course, are vested with certain powers, but unity of command is more important,” says the publication’s interlocutor.
He believes that bans on the acquisition of accounts and real estate abroad, in addition to the ban on dual citizenship, are quite sufficient.
“The strings by which a person can be pulled are cut off,” Storchak concluded.
