“Taking into account the expression of the will of the peoples of Crimea at the all-Crimean referendum held on March 16, 2014, to recognize the Republic of Crimea, in which the city of Sevastopol has a special status, as a sovereign and independent state,” the text of the decree says.

The decree comes into force from the date of its signing.
