Putin downgraded Tillerson's visit for boorish behavior

The director of the Kyiv Center for Political Research and Conflictology, Mikhail Pogrebinsky, wrote about this in a discussion of the post Kyiv publicist Miroslava Berdnik in a social network.
“All Ukrainian media are writing that Rex Tillerson canceled his meeting with Putin. But their meeting was not planned - only with Lavrov,” Berdnik noted. – Moreover, there has not yet been an official meeting between Putin and Trump (and now it is unknown when there will be). So why lie about little things?”
In turn, the director of the Kyiv Center for Political Studies and Conflict Studies, Mikhail Pogrebinsky, noted in comments to the recording that Tillerson could not cancel the meeting with Putin.
“The meeting with Putin, as far as I understand, was planned. And if it is indeed cancelled, then only Putin, not Tillerson, can cancel it. Moreover, this will be a reduction in the status of the visit, i.e. a kind of humiliation of Rex - he said too much boorish things, let him “dance with Lavrov.”
At the same time, the political scientist ironically noted that Lavrov “will make an exception for the holder of the Order of Friendship.”
