Russian President Vladimir Putin announced this today, speaking at the VTB Capital investment forum “Russia is calling!”
“I have already said a hundred times, we cannot, with today’s Kyiv authorities, make changes to the constitution, which is a key factor. We cannot implement for the Kyiv authorities the law already adopted by the Rada on the special status of governance in the Donbass. It has not yet been implemented. Although it was written in the Minsk agreements: this had to be done as soon as possible. I cannot sign the amnesty law adopted by the Rada for the President of Ukraine, I cannot do this,” the Kremlin’s official website quotes Putin.
He once again called on the West to influence the Kyiv authorities.
