Putin criticized the feds for their work to eliminate floods in the Irkutsk region
President Vladimir Putin today, during a visit to the Irkutsk region, criticized the work to eliminate the consequences of the flood in Tulun.
“Taking into account what I heard there, I cannot consider the elimination of the consequences of the flood satisfactory,” Putin said at a meeting with officials after talking with affected local residents and hearing a report from Deputy Prime Minister Vitaly Mutko.
“Putin responded to Deputy Prime Minister Mutko’s report on the situation with the temporary accommodation of residents of the region. The President described the situation in the Irkutsk region to Mutko with the words “nothing good.” In the end, Putin called the elimination of the consequences of the flood unsatisfactory... But the municipalities and regional councils have to do the real work,” notes political scientist Konstantin Kalachev.
His colleague, political scientist Ilya Grashchenkov, believes that the situation will certainly be used by opponents of the governor of the Irkutsk region, communist Sergei Levchenko. On the eve of the elections, they launched a “black PR” campaign against the head of the region.
“Conventionally, when Putin says that local authorities are not doing something right, political opponents of the governor Sergei Levchenko try to present this as a simple formula: therefore, only the governor is to blame!
Although in reality we are talking about municipal officials (and 90% of them are United Russia members dreaming of revenge over the Communist Party of the Russian Federation), federal officials (the liquidation commission is headed by Mutko, who is in charge of federal money).
Although the governor personally does everything possible and impossible. Personally, I am following what is happening very closely and can state that money is being issued and restoration work is underway. In addition, sending children to a holiday camp, to Samara or Crimea, all this was Levchenko’s personal initiative. But the one who writes papers for the president is unlikely to mention this.
This suggests a conclusion - the regional leadership should have full power. If the Irkutsk region had its own budget (as before), then any governor would have eliminated the consequences quickly and efficiently, since otherwise he would not have been elected for a new term. But how any young technocrat would behave in a similar situation is a big question. Would you wait for commands from Moscow and ask the federal government for help? Siberia has complex regions and no one here is immune from natural anomalies,” the expert notes.
“It’s strange that the whole time Putin, Shoigu, Zinichev and Levchenko were working together in the situational headquarters, everyone was happy with this team game. But when the time came for meetings and reports, the mood changed dramatically. Of course, Moscow officials can be understood. Rebuilding an entire city anew is a billion-dollar investment, which people from the center want to control, not allowing regionals to approach them. Yes, so be it, as long as in the end they restore people’s housing and do not turn the tragedy into the start of an election campaign,” added Grashchenkov.
