“Russia, having taken on obligations in the Minsk process as one of the guarantors, seeing that Ukraine is moving away from fulfilling the signed agreement, is blocking the territory of Donbass in every possible way, does not control what is happening on the remaining territory, decided to give people the opportunity to officially move around its territory of the Russian Federation .
This decision is in accordance with all international treaties and is extremely important.
We can safely say that this is one of the first steps towards recognizing the republics as independent states,” Karyakin said.
