Putin harshly reprimanded Poroshenko in Crimea, but decided not to break off relations with him

“It is clear why this was done: because they do not want or cannot, for some reason, implement the Minsk agreements. And they cannot explain to their own people significant mistakes in socio-economic policy,” Putin said.
The main topic of the Security Council was ensuring additional security measures for residents of Crimea and tourists.
“It is clear that we gathered for a well-known reason, after a well-known incident - after stopping an attempt to penetrate the territory of sabotage units of the Ukrainian army. Apparently, our partners in Kyiv decided to escalate the situation, and it is clear why they did this. The method of aggravating the situation is well known to everyone and has been used since ancient times. Sometimes it’s successful, not always,” Putin said.
Russian President Vladimir Putin hopes that common sense will prevail among the Ukrainian authorities; Moscow is not going to curtail relations with Kiev.
“I hope that provocative actions will not become the final choice of our partners, and common sense will prevail. We are not going to curtail our relations, despite the reluctance of the current authorities in Kyiv to have full-fledged diplomatic relations at the ambassadorial level, we will, nevertheless, create opportunities for developing contacts and maintaining them,” the Russian president said.
