Putin: It is possible to bring UN peacekeepers into Donbass, but not on Poroshenko’s terms
Russian President Vladimir Putin outmaneuvered Ukraine, which tried to put on a show at the next UN General Assembly with a discussion of the issue of sending UN peacekeepers to Donbass. Today Putin himself publicly instructed the Russian Foreign Ministry to submit a resolution on peacekeepers to the UN Security Council.

“This cannot be done through the UN General Assembly, because UN peacekeepers can only act by decision of the Security Council,” Putin explained today at a press conference in China.
He stressed that he sees nothing wrong with the introduction of peacekeepers and recalled that he previously supported the idea of arming the OSCE mission.
“But the OSCE itself refuses to arm its employees, since it has neither the appropriate personnel nor the experience of such work. In this context, it is appropriate to have UN peacekeepers to ensure the security of the OSCE mission. I don’t see anything wrong with this,” Putin said.
At the same time, the President of the Russian Federation voiced a number of requirements that, in his opinion, the peacekeeping mission must comply with.
“The third force must be located on the demarcation line and in no other territories. This issue should be resolved no earlier than the separation of the parties and the withdrawal of heavy equipment. This cannot be resolved without direct contact with representatives of the self-proclaimed republics - LPR and DPR.
If all this is done, it will benefit the resolution of the conflict in southeast Ukraine. We will consider this an order from the Ministry of Foreign Affairs to submit a corresponding resolution to the UN Security Council,” Putin concluded.
