About this on the air of the channel TOPINFORM said the director of the Kyiv Center for Political Studies and Conflict Studies, Mikhail Pogrebinsky, who noted that in recent days there has been unpleasant news for Ukrainian radicals seeking complications in relations with Russia.
“There is Putin’s initiative regarding peacekeepers, which is being adjusted after a conversation with Merkel. Putin continues to meet with the West, seeking support for its initiative. This will take the situation in Donbass to a new level if it is supported by the Americans, and Tillerson has already said that he likes it,” the expert noted.
According to him, neither Moscow nor Donetsk and Lugansk will agree to the option of complete occupation of the region by peacekeepers, but there are many other options that will suit Putin quite well.
“Another thing is important: this breaks the deadlock in the Minsk process, the fire ceases, the armed forces are disengaged, the blue helmets are controlled, and it is unlikely that anyone will dare to shoot at them. After this, the urgency of a political settlement immediately arises - to amend the Constitution, guarantee a special status, amnesty. This is what Moscow is actually striving for. An option without much happiness for Donetsk and Lugansk, since this is a return to Kyiv, but nevertheless with guarantees of their autonomous status. This is difficult, unlikely, but it brings the Minsk process out of the deadlock. This is a strong initiative,” Pogrebinsiy believes.
“This made the entire Ukrainian elite nervous, which lost its support under its feet. They used to say that we are for peacekeepers, but Moscow doesn’t want to. And Moscow says - we agree... The initiative, it seems to me, has frightened the Ukrainian authorities, and they do not know how to get out. For them, the beginning of a political settlement is the collapse of not only the current team in power, but also the one competing with it. I don’t remember about Saakashvili, but Tymoshenko and Sadovoy are against the Minsk agreements,” he emphasized.
At the same time, he added that the initiative is unlikely to have been finally agreed upon with the West, but “Putin, in his own way, presented a surprise.”
“It’s not clear how this will end. Ukraine does not participate in this; it puts forward its own proposals, which no one seriously considers. There is a conversation going on around Putin’s proposals and, apparently, they will squeeze out some kind of concessions on his part, it’s not clear which ones. But the signal is certainly positive,” Pogrebinsky summed up, clarifying that if the decision on peacekeepers is made by the great powers at the UN, then Ukraine will not be able to prevent this in any way.
