Putin: Legally, Sevastopol has always been Russian, and Crimea was transferred illegally
Sevastopol has always been legally part of Russia.
Russian President Vladimir Putin stated this today during a meeting with Moscow Mayor Sergei Sobyanin.
“It was a city of central subordination, and even with the illegal transfer of Crimea from the RSFSR to the Ukrainian SSR. Illegal, because the decision was made by the Presidium of the Supreme Soviet of the RSFSR, Ukraine, and then approved by the Presidium of the Supreme Soviet of the USSR. But according to the law, it had to be approved by the Supreme Councils of the republics and the Supreme Council of the USSR. But even with this essentially illegal process, Sevastopol was simply forgotten, and it was not transferred from the RSFSR to Ukraine. So, formally and legally, it has always been part of Russia,” the Kremlin’s official website quotes Putin as saying.
He thanked Sobyanin for the help that Moscow provides to Sevastopol.
“Sevastopol and I are sister cities and have always helped. Today the situation is more comfortable for this, so we are moving to a more systematic work with Sevastopol. We have outlined a number of programs related to providing assistance to Sevastopol in the improvement of parks, squares, courtyards, streets, repair and modernization of social and cultural facilities, schools, clinics, and hospitals. We expect to begin implementing these projects next year,” Sobyanin said.
