The head of Russia stated this in an interview with the First TV Channel of the Russian Federation.
“We agreed that we will implement the plan proposed by President Poroshenko to provide assistance to people in need in Lugansk and Donetsk, and we will follow the path he proposed: we will ship the products and goods that people need by rail. It was his proposal, I agreed with it,” Putin said.
“We need to provide humanitarian assistance to people who are now in the conflict zone. We also talked about this with President Poroshenko; he also understands what Russia is doing. I believe that we must meet the leadership of Ukraine halfway on this issue,” said the Russian President.
As Navigator reported, the first humanitarian convoy was sent from the Moscow region on August 12. On August 22, he crossed the border with Ukraine, which received a sharply negative assessment from Kyiv.
