A draft comprador decree has been prepared for Putin

Economist Mikhail Khazin stated this in an interview with Den TV channel, a PolitNavigator correspondent reports.
“We urgently need to create an oil and gas exchange where we can sell everything for rubles. By the way, in this case it will be completely impossible to set the top price in dollars: guys, I don’t know how much it is in dollars, I have it in rubles. What course? I do not know. Let's take 100 rubles per dollar. It will not be possible to make a claim for exceeding the price ceiling. The buyer may argue that he bought oil for rubles. This urgently needs to be done, but I understand perfectly well that they won’t give it,” Khazin said.
He recalled the scandal associated with the leak to the media of a draft presidential decree on measures to combat the price ceiling. The economist suggests that the project was prepared under Western influence, but was opposed by the government.
“There was a scandal two weeks ago. They say they have already prepared a decree against the upper price limit. And the decree turned out to be very comprador, judging by the leak that occurred. A week and a half has passed since then, and it has not been made public.
It was written there that we, of course, do not sell oil to those countries that have set a ceiling, but as an exception, this is possible with special government decisions. All that remains is to say: we accept suitcases in so-and-so’s office,” Khazin said.
