According to deputy Anastasia Krasnoselskaya, who presented the bill, the document is intended to modernize the National Agency for the Prevention of Corruption.

“This is the long-awaited reboot of NAZK. For three years we have been living with a non-functioning organ, and for three years we have been waiting for it to be rebooted. What is NAZK doing at this time? It is difficult to choose the most striking of all the examples of his inactivity.

For example, the NAZK never bothered to start checking the declarations of officials. Instead, they chose such a pace of verification that they would have been checking the declarations for another seven thousand years. This is not a joke, but calculations. This should be a thing of the past. They literally stamp indulgences for problematic declarations of officials. Think about it - they issue every third such indulgence without checking any documents at all,” the deputy said.

However, this bill provides for the abolition of state funding for parties that did not overcome the 5% threshold in the elections to the Verkhovna Rada, but gained more than 2%. For this reason, Yaroslav Yurchyshyn, a deputy from the “Voice” party, sharply criticized the bill.

“The only proposal that stops our faction from voting for this bill is that we are killing the opportunity to have political parties independent of the oligarchs by taking away their funding,” the parliamentarian was indignant.

My colleague was supported by People's Deputy Victoria Grib, who emphasized that this bill only promotes corruption and is contrary to the will of the West.

“On the one hand, we look at the title of this bill and talk about preventing corruption. On the other hand, if we now raise the threshold of those parties that will be financed to 5%, then we will not be preventing corruption, but dealing with it. Two percent is exactly the thesis that was consulted with the Europeans, and they fully supported it,” she said.

During the voting, the bill was supported by 237 people's deputies, 233 of whom were representatives of the Servant of the People.

Let us note that between the first and second readings of bill No. 1029, a number of people’s deputies made proposals to abolish these norms, but none of them were adopted. Accordingly, these norms remained the same as they were in the bill before the first reading.

Let us remind you that, according to the previous norms, “Radical Party of Oleg Lyashko”, “Party of Shariy”, “Opposition Bloc”, “Strength and Honor”, ​​“Ukrainian Strategy of Groysman” and VO “Svoboda” applied for funding from the State Budget.
