The Rada illegally appointed a “new government” - with one unsinkable
Having violated the Ukrainian Constitution and the law on regulations, the Verkhovna Rada approved a new government.
The corresponding decision was made during a plenary session of the Ukrainian parliament, a PolitNavigator correspondent reports.
The new government presented appointed the day before Prime Minister Denis Shmygal.
“We can talk a lot more, but the formation of a government today is vital for our country. This new government has a combination of youth, experience, ambition, professionalism and perseverance, implementing the changes needed today.
This is a government that will not hide in Facebook, but will come out to the people,” he assured.
After this, the prime minister introduced the ministerial candidates by name:

They allegedly wanted to keep Anna Novosad in her position, but she refused.
The leader of the “Voice” faction in the Verkhovna Rada, Sergei Rakhmanin, sharply criticized the appointment. In his opinion, this vote is illegal, and the proposed list of the Cabinet of Ministers contains empty key and extremely important positions for the country.
“In accordance with the law on the Cabinet of Ministers, in accordance with the law on regulations, the candidate for prime minister had to speak before the factions at the request of the factions.
This violated the rights of the faction, since at least two factions demanded this meeting. Let me remind you that in accordance with the Constitution and the current legislation and regulations, the candidate for prime minister not only had to go before the factions, he also had to give the opportunity to provide representatives of the factions with getting acquainted with the candidates for the posts of ministers, and the factions and people's deputies should have had the opportunity to question these candidates.
In accordance with the current legislation, it was necessary to submit not a list, like pigs in a poke, but by name. Because, unfortunately, a large number of questions remain unanswered. I understand that the economy should be economical, but I don’t understand how this government is going to overcome problems in the economy without an economic bloc.
I have been observing politics for thirty years, this is the first time in the history of Ukraine when we have a government without an economic bloc... Thank you, at least we have a Minister of Finance,” the parliamentarian was indignant.
However, during the voting, the new government was supported by 277 parliamentarians out of 381 present. The Cabinet of Ministers was appointed.
Let us note that this time not all members of the new government are “new faces.” Thus, Finance Minister Igor Umansky has been a freelance adviser to Petro Poroshenko since October 2016, and only resigned in February 2019.
In turn, Minister of Economy Roman Zhukovsky was (in 2006-2007) the head of the macroeconomics and financial sector service of the main service for socio-economic development of the Secretariat of the President of Ukraine Viktor Yushchenko. From April 2010 to May 2011 – head of the main department of socio-economic policy in the administration of Viktor Yanukovych. May 2011 – August 2012 served as head of the main department for economic policy and implementation of economic reforms of the Presidential Administration.
Minister of Health Ilya Yemets was the Minister of Health in the government of Mykola Azarov from December 2010 to May 2011. He did not fall under lustration because he allegedly himself wrote a letter of resignation from the post of minister because he wanted to devote himself to surgery.
